<p><strong>SUSANVILLE, Calif. – </strong>The Bureau of Land Management has announced opening of the North Eagle Lake and Pit River campgrounds and the Hobo Camp Day Use area in northeast California for the warm weather recreation season. The campgrounds open Wednesday, May 1; Hobo Camp opens Wednesday, May 17.</p>
<p>The <a href="https://www.blm.gov/visit/north-eagle-lake-campground">North Eagle Lake Campground </a>northwest of Susanville has 20 developed campsites available on a first-come, first-served basis. The campground has potable water and sites that can accommodate RVs up to 35 feet long. The fee is $8 per night. A camp host is on site.</p>
<p>Also at the north shore of Eagle Lake, the BLM offers Eagle Lake shoreline camping at the undeveloped <a href="https://www.blm.gov/visit/rocky-point-east">Rocky Point East</a> and <a href="https://www.blm.gov/visit/rocky-point-west">Rocky Point West</a> areas. There are no facilities or services, and the sites are best for fully self-contained camping. There are no fees, but donations are accepted. The sites are open all year, weather permitting. There are information boards and vault toilets at Rocky Point East.</p>
<p>The <a href="https://www.blm.gov/visit/pit-river-campground">Pit River Campground</a>, near the community of Fall River Mills in eastern Shasta County, offers eight campsites, a group campsite, a kayak launch facility and a fishing pier for those with disabilities. The fee is $8 nightly and $12 per night for the group campsite. A camp host is on site.</p>
<p>At <a href="https://www.blm.gov/visit/hobo-camp-day-use-area">Hobo Camp</a>, the main vehicle gate off South Street on Hobo Camp Road at the west edge of Susanville will be open daily from 8 a.m. to a half-hour after sunset through the season. Exceptions are Saturday, May 17, and Saturday, May 24, when the gate will open at 5 a.m. to allow early fishing access for the Lassen County Junior Fishing Derby and for the opening day of the California stream fishing season, respectively.</p>
<p>Hobo Camp is also accessible to walkers, bicyclists and horseback riders using the <a href="https://www.blm.gov/visit/bizz-johnson">Bizz Johnson Trail</a> from the Susanville Railroad Depot Visitor Center and trailheads on Lassen Street and Miller Road in Susanville. It offers picnic tables, grilling grates and fire rings, open space for outdoor games, toilets and parking areas in a pine grove setting. There is parking for large vehicles and trailers, including horse trailers. A host is on site. There are no fees.</p>

<p>A group of journalists has sued the Trump administration over its efforts to shut down the Voice of America news network and other federally-funded global media organizations.</p>
<p>The <a href="https://www.documentcloud.org/documents/25625756-voice-of-america-v-kari-lake/" target="_blank" rel="noopener">lawsuit</a>, filed Friday, names Kari Lake – the stalwart Arizona <a href="https://lawandcrime.com/high-profile/denied-arizona-supreme-court-issues-terse-rejection-of-kari-lakes-last-ditch-bid-to-become-governor-over-bogus-election-claims/" target="_blank" rel="noopener">political candidate</a>, <a href="https://lawandcrime.com/high-profile/decided-to-completely-back-down-and-concede-kari-lakes-surrender-in-election-officials-defamation-suit-means-she-wont-defend-rigged-2022-election-claims-in-court/" target="_blank" rel="noopener">election denier</a>, and <a href="https://www.npr.org/2024/12/12/nx-s1-5226920/voice-of-america-kari-lake-voa" target="_blank" rel="noopener">Donald Trump ally</a> — along with the agency she oversees, the U.S. Agency for Global Media, which houses VOA, among the defendants. The plaintiffs allege that the administration’s <a href="https://www.whitehouse.gov/fact-sheets/2025/03/fact-sheet-president-donald-j-trump-continues-the-reduction-of-the-federal-bureaucracy/#:~:text=ELIMINATING%20WASTE%20AND%20REDUCING%20GOVERNMENT,what%20is%20required%20by%20law." target="_blank" rel="noopener">massive cuts to the agency</a>, which <a href="https://www.npr.org/2025/03/15/nx-s1-5329244/bloody-saturday-voiceofamerica-radio-free-asia-europe-trump-kari-lake" target="_blank" rel="noopener">threaten thousands of jobs</a>, violate their First Amendment free speech rights as well as the separation of powers, by taking a chain saw to an agency approved by Congress.</p>
<p>The VOA network — which is not broadcast within the U.S., but is <a href="https://docs.voanews.eu/en-us-inside/2024/10/11/5e5e2926-ae45-4547-a71e-943b0234cd04.pdf" target="_blank" rel="noopener">heard by more than 350 million people</a> worldwide each week — has long been on the president’s list of agencies to be targeted. In his <a href="https://www.whitehouse.gov/articles/2025/03/the-voice-of-radical-america/" target="_blank" rel="noopener">March 15, 2025, executive order</a>, Trump refers to the organization as “the voice of radical America” and asserts that under his watch, “taxpayers are no longer on the hook for radical propaganda.”</p>
<p>The order then goes on to cite multiple right-wing media organizations, including the Daily Caller and The Washington Free Beacon, as proof of VOA’s alleged “radical” agenda.</p>

<p>The plaintiffs in the case include Patsy Widakuswara, previously VOA’s White House bureau chief, and Jessica Jerreat, its press freedom editor. Four other journalists sued anonymously.</p>
<p>The lawsuit says this move is nothing short of historic — and devastating.</p>
<p>“Prior to March 15, 2025, Congress’s statutory mandate that VOA continuously broadcast to the world had been honored and faithfully upheld for more than eight decades,” the lawsuit says. “Today, for the first time in VOA’s history, it is defied.”</p>
<p>The lawsuit lays out the stakes in stark terms:</p>
<blockquote>
<p>If VOA and the other USAGM networks are to survive, this Court must act. It must recognize and protect, as the court did in Turner v. U.S. Agency for Global Media, the rights of journalists and those who assist them to work and produce content free from partisan interference by the Executive Branch — including the “interference” inherent in being locked out of their offices, computer networks, email accounts, and broadcast studios, and living under the threat of termination. It must enforce the firewall in the way Congress wrote it. And it must uphold the foundational principles of Congressional authority, appropriations, and separation of powers that are set forth in the Constitution and laws of the United States, and which prevent the Executive Branch from dismantling by decree an agency created and mandated by Congress, as a court recognized earlier this week when it blocked a similar shuttering of USAID.</p>
</blockquote>
<p>According to the lawsuit, the move to gut the government-funded networks is unlawful content-based restriction barred by the First Amendment.</p>
<p>“Defendants have shuttered USAGM’s networks’ operations because of the content and perceived viewpoint of the networks’ speech, unlawfully interfered with the editorial independence of the networks’ journalists, and seek to chill the future speech of the networks’ journalists,” the complaint says.</p>
<p>The complaint also accuses Lake and the administration of unlawfully violating the “statutory firewall” that is intended to maintain the independence of VOA — and of going after individual journalists and possibly endangering their lives.</p>
<p>“As officers of USAGM and its associated entities, Defendants are bound by the statutory firewall,” the complaint says. “Defendants have egregiously, aggressively, and unabashedly violated the firewall by interfering with and indeed preventing VOA’s newsgathering and news dissemination. Defendants have caused the killing of valuable news stories and ‘disappeared’ editorials—and Defendants have also directly risked Plaintiffs’ livelihoods and future careers, smearing them as incompetent or, worse, as ‘spies” and “terrorist sympathizers.&#8221;”</p>
<p>Describing “government-funded journalism” as having long been a “central component of the United States’ effort to combat disinformation and propaganda abroad,” the complaint says that VOA plays a key role in maintaining American interests around the globe.</p>
<p>“Today, some of American broadcasting’s biggest audiences are in North Korea, Iran, and China, where millions of people seek credible, impartial news uninfluenced by government agenda or politics,” the complaint says. “American government-funded broadcasting services have played key roles in foreign policy by providing truthful information about local and world repressive regimes that otherwise suppress or censor the press. The global public’s trust in the accuracy of reporting from these organizations is paramount to the success of their mission.”</p>
<p>Congress, the complaint continues, has recognized the independence of these journalists, despite being on the government payroll.</p>
<p>The lawsuit seeks an injunction reinstating all employees, contractors, and grantees to their jobs at USAGM, and an order that the Trump administration “take no further action to reduce USAGM’s workforce (whether employees, contractors, or grantees).” In addition, the plaintiffs seek an order that the defendants “comply with Congressional statutes that require VOA to ‘serve as a consistently reliable and authoritative source of news,’ and require international USAGM outlets to “provide news which is consistently reliable and authoritative, accurate, objective, and comprehensive[.]&#8217;”</p>
<p>In addition, the plaintiffs are asking the court to “[d]eclare that Defendants violated the First Amendment and statutory firewall, separation of powers, the Administrative Procedure Act, and the appointments clause,” and to order the defendants to “cease their violations of Plaintiffs’ First Amendment rights.”</p>

<p>BISHOP, Calif. – The Bureau of Land Management and U.S. Department of Agriculture Forest Service have approved a plan for the agencies to gather and remove excess wild horses that have roamed outside the <a href="https://www.fs.usda.gov/detail/inyo/landmanagement/resourcemanagement/?cid=fseprd1145518">Montgomery Pass Wild Horse Territory</a> near Benton onto public and private lands, in accordance with the <a href="https://www.fs.usda.gov/wild-horse-burro/index.shtml">Wild Free-Roaming Horse and Burros Act of 1971</a>.</p>
<p>High priority areas for this gather include, but are not limited to, horses located in the Mono Basin and horses along CA State Route 120 East and U.S. Highway 6.</p>
<p>“This plan will allow the Inyo National Forest to gather horses beginning summer of 2025 from high-priority areas outside the Montgomery Pass Wild Horse Territory, where wild horses are causing impacts to sensitive wildlife habitat, riparian areas, and tufa geological formations; where there are safety concerns for motorists; and areas where private landowners have requested their removal,” said BLM Bishop Field Manager Sherri Lisius.</p>
<p>The Montgomery Pass Wild Horse Territory is managed by the Forest Service for a wild horse population between 138 to 230 animals under the <a href="https://www.fs.usda.gov/Internet/FSE_DOCUMENTS/fseprd589652.pdf">2019 Inyo National Forest Land Management Plan</a>. A 2024 aerial survey of the surrounding areas estimated there were 699 horses, with most of those roaming outside the territory in areas not designated for their management. The current plan authorizes approximately 300-500 horses to be gathered. Wild horses that stray from their established areas may be removed to reduce conflicts with other resources in accordance with the <a href="https://www.blm.gov/sites/default/files/programs_wildhorse_history_doc1.pdf">Wild Free-Roaming Horses and Burros Act of 1971</a>. When the gather occurs, animals removed will be transported to Forest Service off-range corrals, where they will be checked by a veterinarian and prepared for adoption and sale programs.</p>
<p>Appeals of the BLM decision can be submitted to the <a href="https://www.doi.gov/oha/about-interior-board-land-appeals">Interior Board of Land Appeals</a> by April 7, 2025. <p>A death investigation and missing person case has been unfolding in <a href="https://lawandcrime.com/high-profile/its-kind-of-suspicious-that-you-have-no-documents-fani-willis-ordered-to-turn-over-tranche-of-files-after-repeatedly-violating-open-records-laws-over-jan-6-committee-communications/" target="_blank" rel="noopener">Georgia</a> that’s unlike anything local authorities have ever seen, with cops spending nearly a month looking for the fiance of a Spelman College instructor who was found dead and floating in a lake, along with her partner’s boat and shoes. The <a href="https://lawandcrime.com/tag/secret-service/" target="_blank" rel="noopener">U.S. Secret Service</a> has even been called in to assist, according to officials.</p>
<p>“There’s never been anybody looked for like this,” Putnam County Sheriff Howard Sills told local Fox affiliate <a href="https://www.fox5atlanta.com/news/secret-service-asked-unlock-spelman-instructors-phone-after-death.amp" target="_blank" rel="noopener">WAGA</a> this week as police entered day 22 of looking for Gary Jones, husband of Joycelyn Wilson, at Lake Oconee — the last place they were seen alive together — in what officials have dubbed the largest search effort in county history.</p>
<p>Jones, who is believed to be dead, was boating with Wilson on Feb. 8 when they disappeared sometime that evening. His boat was found circling a portion of Lake Oconee with no one on board, roughly seven miles away from where he and Wilson were caught on video at a boat launch. Cops say they can be seen putting the vessel into the water together. Witness testimony and phone records show that whatever happened with the couple unfolded between 5:01 p.m. and 5:24 p.m., according to Sills.</p>
<p>“This is a huge area,” he told Fox and ABC affiliate <a href="https://wgxa.tv/news/local/gary-jones-joycelyn-wilson-missing-body-found-cold-waters-timber-complicate-search-for-missing-westminster-faculty-on-lake-oconee-putnam-county-sear-for-missing-man-body-recovered-floating-engaged" target="_blank" rel="noopener">WGXA</a> last week. “Not to mention the cold weather and the cold water preventing normal surfacing. There is a Herculean effort going on here trying to locate his body.”</p>

<p>Asked why Wilson’s body would surface but not Jones, Sills said: “There was some air, and some water in her lungs. The crime lab pathologist has not rendered her final opinion yet.”</p>
<p>Authorities believe Wilson took several photographs with her phone before she died and went into the lake. Wilson’s phone was found in her hand when her body was found, according to police, but investigators have been unable to bypass a security code that’s keeping it locked — that’s where the Secret Service comes in.</p>
<p>Sills says agents have been trying to help unlock Wilson’s phone; investigators can look at its data and see a final photo was taken at 4:59 p.m. just before it lost connection and power. But they can’t view the image until the phone is unlocked.</p>
<p>“We don’t know what happened after that,” Sills told the <a href="https://www.ajc.com/news/crime/spelman-instructor-took-photos-before-phone-stopped-transmitting-on-lake-oconee/NMR5LULLCNDOLCMXJTB3MYWQSY/" target="_blank" rel="noopener">Atlanta Journal-Constitution</a> on Tuesday.</p>
<p>He said the Secret Service has struggled, as well, to open Wilson’s phone, so they’re now enlisting Georgia’s Department of Corrections to assist them with the investigation as DOC claims to have a machine that could possibly crack the security code. “We’re getting ready to take it to Forsyth (DOC headquarters) today,” Sills said.</p>

<p>The sheriff acknowledged that there have been rumors and theories going around about Wilson and Jones — regarding their relationship and plans to marry in a few weeks — but Sills declined to delve further.</p>
<p>“This is a death investigation,” Sills told WGXA after being asked about the possibility of an argument happening between the couple that led to a physical altercation. “We are investigating any aspect of that. Right now, I’m more convinced, unfortunately, Mr. Jones has drowned.”</p>
<p>Search efforts have been centered around a 200-acre triangular area at Lake Oconee, according to police. Activities have included the use of dogs and divers seeking to locate Jones’ body. On Monday, authorities suspended the water search until further notice.</p>
<p>“(Department of Natural Resources) officers and Putnam County Sheriff’s Deputies will continue to conduct daily shoreline searches and if weather conditions improve, search dogs will be deployed again in the near future,” Sills wrote in a <a href="https://www.facebook.com/pcsheriffga/posts/pfbid0Qe7JtagVeFNosUoRoSUPzEaofQvUQjmQxnkAELXjDPtPsPuMJWd43aH1uCRtvZFol" target="_blank" rel="noopener">Facebook post</a>. “We have deployed aircraft, all available underwater technological devices, and professional divers in our efforts. I cannot remember such an extensive use of government and civilian personnel and resources for an incident such as this on Lakes Oconee and Sinclair in the last 40 years.”</p>

<p>RIDGECREST, Calif. – The Bureau of Land Management Ridgecrest Field Office will conduct a gather of up to 140 wild horses in the Centennial Herd Management Area in San Bernardino and Inyo counties, roughly 10 miles northeast of Ridgecrest, beginning on Monday, Nov. 20. The gather will take place entirely on the military facility at the request of the Naval Air Weapons Station- China Lake, where the majority of the Herd Management Area is located; no gather activities will take place on BLM-managed public lands. </p>
<p>The scheduled wild horse gather is necessary due to decreased forage and water resulting from prolonged drought and two August 2020 fires that burned tens of thousands of acres within the Naval Air Weapons Station-China Lake; this combination of factors has distressed the wild horses. </p>
<p>The animals will be gathered using a helicopter and wranglers to move the horses at a slow pace to the capture sites. All gather operations will be conducted with care and compassion for the animals’ well-being and will adhere to humane handling standards as outlined in the BLM’s Comprehensive Animal Welfare Program.</p>
<p>Due to the gather operations taking place entirely within the military facility, there will be no public viewing opportunities; however, members of the public are invited to view the gathered horses at the <a href="https://www.blm.gov/programs/wild-horse-and-burro/adoptions-and-sales/adoption-centers/ridgecrest-regional-corrals">Ridgecrest Regional Wild Horse and Burro Corrals </a>daily from 3 to 4 p.m., from November 22-27.</p>
