A Florida mom is accused of neglecting her kids after neighbors allegedly found two unclothed toddlers wandering alone on the sidewalk near her home.

Heidy Teressa Diaz-Torres, 25, is facing a charge of felony child neglect with no great bodily harm, according to Miami-Dade County court records. The children, ages 1 and 3 years old, were found on Tuesday by two women who spotted them in the 700 block of West 37th Street in Hialeah, a city just northwest of Miami. Local local ABC affiliate WPLG, citing a police report, said that the women told officials that one of children was able to tell them where they lived, and the women walked them to their home.

When they arrived, they were reportedly quite alarmed by the response they got from the kids’ mother: according to the police report, she just “shrugged and waved her off.”

More from Law&Crime: Bodycam: Drunk stepdad fleeing cops eats sand during fall after kids go unattended when he, fiance pass out on beach

“When approaching the residence, officers witnessed the children walk outside unsupervised and the mother was not in sight,” the police report said, according to WPLG. “Due to this, officers entered the residence believing the children could be in further danger. Upon entering the residence, [Diaz-Torres] was asked multiple times if she knew where her children were. She did not answer[.]”

Diaz-Torres reportedly did say something after being asked if she knew where her kids were, but that was apparently redacted from the report. Police said that she “appeared to be under the influence of an unknown substance,” WPLG reported.

Those suspicions were allegedly confirmed when officials, doing a sweep of the home, “observed two pipes with residue of suspected methamphetamine in plain view,” the police report said, according to the station.

Police then called the Florida Department of Children and Families, who came to the home, WPLG reported.

She was arrested Friday and booked into the Turner Guilford Knight Correctional Center and released after posting $2,500 bond. Court records show she has a court appearance scheduled for May 23.

The boyfriend in a stomach-turning child neglect case pleaded guilty and was sentenced on Monday to his role in two children living in filth-ridden circumstances. Joel Manke, 40, is following the mother, Katie Koch, 36, with the same punishment: 10 years in prison, and 10 on extended supervision.

He had pleaded guilty to two counts of chronic neglect of a child (consequence is emotional damage), with the court dismissing two counts of false imprisonment

Koch pleaded guilty to two counts of chronic neglect of a child (consequence is emotional damage), and one count of false imprisonment. The court dismissed one count of false imprisonment, and two counts of neglecting a child (specified harm did not occur). As previously reported, cops in Milwaukee, Wisconsin, said they got 911 calls about two boys, ages 7 and 9, running naked through the street. They were covered in blood, feces, bruises, and red marks.

A caller told police a woman “yanked” one of the boys back inside.

“I’m not going to ever forget the way they looked when they came running out of that house — never forget that,” neighbor Chris Eder, who called 911, told Milwaukee ABC affiliate WISN in a July 2023 report. “The look on their faces was pure bewilderment. They were just looking all around. They could not — I don’t think they’d ever been outside before.”

Koch walked a police officer through her home. There was filth smeared all over the walls of the children’s bedroom, and the mother tried to play it off as “clay, paint, and chocolate,” but the officer noted that it was actually feces. The room, he said, smelled of feces and urine.

He described trash and garbage piling on the kitchen, and there was a mound of garbage outside the children’s room.

Five neighbors are cited in the complaint, identified by their initials, and described various information about the children.

One neighbor told police that one of the naked boys had been wandering down the sidewalk like a “caveman.” Another neighbor said they witnessed one of the children escaping through the broken bedroom window, then standing on top of an AC unit, and finally, but unsuccessfully, trying to climb a fence. Yet another neighbor said they hadn’t seen the children leave the house in some three years.

“It’s really terrible; it’s like something out of a horror movie,” Milwaukee County Assistant District Attorney Mallory Davis said in court at the time “The children were essentially confined to their room for much of their lives. And the door had a latch on the outside and the windows were boarded shut. I have finally been able to view videos and photographs of the home and I can tell you that almost every inch of their walls was covered in human feces.”

Colin Kalmbacher contributed to this report.

Insets, from left: Aquania Aleshia Estes and Pitrez Floyd. Background: Medical personnel check out an abandoned 6-year-old girl in Deltona, Florida (Volusia County Sheriff’s Office).

A Florida woman received quite the surprise Friday afternoon when she saw a dog wandering in her front yard and found an unaccompanied little girl sitting on a chair in her carport. Now the child’s mother, 27-year-old Aquania Aleshia Estes, and her 29-year-old boyfriend Pitrez Floyd are behind bars.

The neighbor called the Volusia County Sheriff’s Office around 4:30 p.m. Friday after discovering the child and dog outside her Deltona home, a press release said.

Per deputies, the girl told the neighbor she was “hot, thirsty and hungry.” She brought the girl food, water, toys and clean clothes as deputies tried to find her parents. Cops posted body camera footage of deputies’ interaction with the girl.

“You don’t know if you live nearby here?,” a deputy asked.

The girl said she wasn’t sure.

“You don’t? You don’t know mommy and daddy’s name?,” the deputy responded.

She gave cops the name “Quana.”

“Why did mommy and daddy drop you off by yourself,” the deputy queried.

The girl said: “They had to go somewhere.”

She didn’t know when they’d be coming back.

More from Law&Crime: ‘Not a viable explanation’: Couple searched ‘dent’ injuries hours before taking infant to hospital with bleeding brain, police say

“Mommy and daddy needed to go charge their cell phones,” the child told deputies according to an arrest affidavit obtained by local Fox affiliate WOFL.

She also said she did not attend school.

Medical personnel responded to the scene to take the girl’s vital signs and they came back OK, per deputies.

Cops tracked down Estes and Floyd some nine hours later, the press release said. Body camera footage showed deputies were incredulous at the situation.

“You leave your kid on the side of the f—in’ road?” a deputy asked.

Estes explained that they were homeless and “live in the forest,” the video showed.

“She got out from where she was staying at,” the mother reassoned. “I was trying to go get water and food. We have been going through a rough time.”

Deputies discovered the area where the family had been living which consisted of two tents in the woods.

Estes and Floyd were arrested on charges of desertion of a child and abandonment of an animal. Both remained behind bars as of Sunday morning on a $51,000 bond. The girl was placed into custody of her grandparents.

A mother in Hawaii is behind bars, along with her girlfriend, for allegedly starving and beating her 3-year-old daughter to death using belts, paddles, sticks and slippers to pound on the toddler — while also limiting her water intake to 8 ounces a day — along with her three of her siblings, ages 2 through 6, who managed to survive the “disturbing” abuse, according to police.

“First responders found Sarai malnourished and pulseless, with ashen skin and bruises to her legs, hips, arms, face, back and head,” explained Honolulu Police Department Lt. Deena Thoemmes at a press conference last Thursday after announcing the arrests of Janae Perez and Ashley Utley for the death of Perez’s daughter, Sarai Perez-Rivera, in June 2024, according to Hawaii News Now.

“Through the investigation, it was learned that Janae and Ashley limited Sarai and her siblings intake of water and food,” Thoemmes said. “Janae and Ashley did not allow them to eat often and only allowed them to drink 8 ounces of water a day.”

A woman who used to live with Perez and Utley allegedly went to police and told them about most of the abuse after Perez-Rivera’s biological father first reported her death last year. The pair wasn’t charged until last week, with local prosecutors handing down second-degree murder charges to both of them, along with other charges related to the alleged abuse and neglect. Perez-Rivera’s death was listed by officials as being caused by the combined effects of dehydration and starvation. The surviving children are now in protective custody.

During interviews with police, the woman who lived with Perez and Utley claimed the couple would “mainly whack the kids with their hands, but also hit the children with sticks and paddles,” per Thoemmes.

“Janae and Ashley would primarily hit the children with their hands, sticks, paddles, slippers and belts to all parts of their body,” the police official said. “There was also disturbing video of Sarai crying and in severe discomfort and distress saying that she had to use the bathroom and that she was thirsty. In response, Janae repeatedly yelled and swore at her.”

On one occasion, Perez and Utley allegedly beat the 6-year-old who was living in the home after he tried to run away — using a stick and screwdriver, according to court documents obtained by local ABC affiliate KITV.

“I remember hearing them multiple times just cry upstairs,” a neighbor told the station. “Some of them were crying. Some of them didn’t really know what was going on.”

More from Law&Crime: Parents zip-tied 10-year-old boy and denied him food, made him stand in a corner for ’10-12 hours’: Police

The woman who spoke to police about the abuse said Perez and Utley would carry out their attacks while the other children would watch and listen from their rooms and other parts of the house.

When they were first taken into custody, Perez and Utley tried accusing the 5-year-old child who was living in the home with them of being behind Perez-Rivera’s death, which was allegedly disproven during the police investigation.

The 6-year-old told police that his sister was making noises on the day she died that he reportedly described as being “weird” and similar to someone who sounded like they were “suffering.” The 5-year-old allegedly told investigators that Perez-Rivera went “up, up” to see Jesus and he asked police if Jesus had food in heaven because his mom told them that Jesus does not eat or have food.

“Just pure sadness,” the family’s neighbor told KITV. “I hope that she (Perez-Rivera) gets the justice that she needs. And the other children, I hope that they’re taken care of now.”

An Indiana couple could faces charges after police said they singled out their 10-year-old son for neglectful treatment.

According to court documents obtained by the Muncie Star Press, Melody Greenwood, 38, and Adam Greenwood, 36, were arrested by Muncie, Indiana police after bringing their 10-year-old son to IU Health Ball Memorial Hospital in late February.

Medical staff alerted the Indiana Department of Child Services upon noticing that the boy was showing signs of “nutritional” neglect and child abuse, police say. When law enforcement interviewed the boy and the rest of his family, the child reportedly detailed a harrowing experience, allegedly at the hands of his parents.

The boy was found to be “extremely skinny” and had “scars and marks on his wrists” that appeared “consistent with restraints,” police said in an arrest affidavit. The boy reportedly told officers that his mother zip-tied his wrists.

The boy also told officers that his mother allegedly zip-tied his hands behind his back as his seven siblings were getting ready for bed, WXIN, a local Fox affiliate, citing the documents, reported. She allegedly made the child wear the constraints to bed and then removed them with scissors, leaving scars on the boy’s wrists. The boy told police the zip-ties caused him pain from being too tight.

The documents stated that none of the other siblings were subjected to the same treatment as the 10-year-old. In interviews with the other children, police said that the allegedly singled-out boy was often forced to stand against a wall for “10-12 hours” and “grounded” because of behavior issues. The siblings were also allegedly instructed to “beat him up” if he moved away from the wall, the boy reportedly said.

When it came to how the parents fed their eight children, police said that the 10-year-old was allegedly given “canned food, vegetables and protein” and was prohibited from snacking or any junk food, Melody Greenwood allegedly said. The other children, however, got to eat “cheeseburgers and fast food.”

The documents also stated that the boy was allegedly disallowed from watching TV or playing video games. In order to prevent him from participating, a towel was reportedly placed over his head.

Melody Greenwood allegedly told police that all of her children were home-schooled, though when police spoke to the children, that entailed the two oldest siblings reading three chapters of a book to their younger siblings while their parents went to work.

Melody and Adam Greenwood were both arrested by Muncie police and face several preliminary charges of child neglect. They were both booked into Delaware County Jail and were released after posted bond. The case now lies in the hands of Delaware County Prosecutor Eric Hoffman, who has yet to decide whether or not the Greenwoods will be formally charged.

Elizabeth Hill-Brodigan, a former teacher of the year and current principal of Roosevelt Elementary School, was arrested and charged as the owner of the home where the house party was allegedly held in Cocoa Beach. Karly Anderson, the third grade teacher, was allegedly at the party and drinking along with the youths, with the Cocoa Beach Police Department reporting her as being intoxicated.

“It’s absolutely inappropriate just on its face, and it’s even more inappropriate considering these people’s standing in the community,” Detective Sgt. Taylor Payne told local Fox affiliate WFOL.

The party, which was held on Jan. 19, featured booze-filled coolers and other party favors scattered throughout Hill-Brodigan’s home, according to police. She and Anderson allegedly turned off the outside lights to avoid drawing attention, while the teens also attempted to distract police by phoning in a hoax “swatting” call at a local skate park, police say.

“We believe this was made to have officers leave that area,” Payne told WFOL. “This phone call detailed that there were people holding people at gunpoint, people were shooting weapons off, and this was alleged to be at the skate park.”

At least two partygoers came into contact with authorities that night, according to cops, with one being stopped for DUI and another being found in Hill-Brodigan’s front yard suffering from a medical emergency due to being “heavily intoxicated,” police say.

Hill-Brodigan, 47, allegedly turned off her home’s exterior lights when EMS arrived to treat the teen and also was seen going back inside after coming out to inspect what happened.

“We are extremely troubled by these accusations and are fully cooperating with the Cocoa Beach Police Department,” the Brevard County School District said in a statement. “Our commitment to student safety remains our top priority.”

More from Law&Crime: Second grade teacher accused of orchestrating ‘reprehensible fight club type of discipline’ in his classroom, lawsuit says

Hill-Brodigan and Anderson were both arrested Friday following an investigation by Cocoa Beach Police that included interviews with kids and parents. Online jail records viewed by Law&Crime show that Hill-Brodigan faces charges of child neglect, contributing to the delinquency of a minor and hosting an open house party. Anderson has been charged with child neglect and contributing to the delinquency of a minor.

“The Cocoa Beach Police Department has a zero-tolerance stance on this kind of behavior, especially when it comes to people who are role models,” Payne told WFOL. “People in charge of these children and younger, every single day.”

A Florida man and woman were arrested after cops allegedly found their five children alone in a home without food, electricity or a working toilet.

Sanel Canovic, 40, and Azra Nikocevic, 33, are each facing five counts of child neglect without bodily harm, court records show. Miami Beach Police Department spokesman Christopher Bess told Law&Crime the investigation began Tuesday afternoon when a passerby in the 700 block of 15th Street — a high-traffic area — saw a 6-year-old boy crossing the street by himself. The passerby called 911, and cops found the little boy, who took them to his nearby apartment.

More Law&Crime coverage: Mom who abandoned infant in soiled diaper at Hard Rock casino couldn’t remember the baby’s age: Police

What cops found was appalling — and landed the parents behind bars. Inside were four other children, all under 12, Bess said. There was no electricity, working toilet or food, according to Bess. The kids said they hadn’t eaten in over 12 hours and were hungry. Officers took the kids to the police station and fed them as they tried to track down the parents.

“They were nowhere to be found,” Bess said.

Miami NBC affiliate WTVJ obtained an arrest affidavit that further detailed the kids’ predicament. Officers noted that the toilet in the home was filled with feces. The kids allegedly told them that their parents had them take showers after using the bathroom since there was no toilet paper in the apartment. Cops recovered soiled rags in the bathroom. The kids wore soiled clothing and smelled of urine, per the affidavit.

They also said they were without electricity for about two months, the affidavit reportedly said. The oldest daughter explained how they usually ate breakfast and lunch at school, but since they were on Christmas break, they often had nothing to eat. Their mother reportedly left them $20 for food at McDonald’s before she went to work on Tuesday.

“The parents would frequently share a meal in the evening without providing food for the children,” the affidavit reportedly said. “They would often leave the children at home while they went out to dinner.”

Officers finally got ahold of the mother and told her to go to the police station. She explained they were behind on their bill, so the electricity shut off about six weeks ago. Nikocevic also confirmed that she gave her kids the $20 for food but had no way of knowing they actually ate anything because they could not contact her at work.

Canovic arrived at the police station but declined to speak with cops without a lawyer. Cops transported him to the Miami-Dade Corrections and Rehabilitation facility, where he remains on a $7,500 bond. Nikocevic was released on her own recognizance. Their next court date is scheduled for Jan. 30.

An Ohio judge sentenced a father to prison for spending nearly two decades abusing and torturing his seven children, including forcing his then 14-year-old son to eat dog food and sleep in a shed.

Jason Fuller, 44, pleaded guilty to seven counts of endangering children, the Delaware County Prosecutor’s Office said in a press release. Delaware County Common Pleas Judge James P. Schuck sentenced Fuller to 17.5 years in prison on Monday.

“Jason Fuller’s sentence is almost one year in prison for every year he terrorized his family. We are extremely thankful these victims will be protected from him while he serves his prison sentence,” Delaware County Prosecuting Attorney Melissa Schiffel said in a statement.

More from Law&Crime: Man ‘angry about a couch cushion’ beat 12-year-old for nearly 30 minutes, taunting him to ‘suck d—‘ while hitting him over 50 times: Cops

Fuller’s wife, Kristelle Fuller, was sentenced to two years probation after she pleaded guilty to obstructing justice for telling her kids to lie to investigators to protect their father.

According to a probable cause affidavit obtained by Columbus Fox affiliate WTTE, the investigation began in September 2023 when the county’s Family Services received a complaint about child abuse after someone overheard one of the sons say he was locked in a shed and fed dog food when he was 14. Officers from the Delaware Police Department went to the home and interviewed Kristelle Fuller and the son in question. The son at first denied making the comment but then said he remembered an incident that happened about six years prior in which he was “punished for doing something inappropriate in front of his sister and was grounded to the shed for a couple of nights.”

The victim said the unattached shed was in the backyard and it occurred around August. He said he was allowed back in the house in the daytime. Investigators then spoke with the victim without his mother present. An investigator asked him if there was any audio or surveillance video within the home and he said he had a device “right now that he was supposed to be recording me with,” the affidavit said. The victim said he was not recording at the time and the investigator told him he was free to do so as the officer also was filming with his body-worn camera, the affidavit said.

Detectives asked Kristelle Fuller if she remembered the incident and she said “Sure.” She then said she was instructed by her attorney not to speak with them.

Further investigation revealed the abuse was not just contained to one son, but all seven kids. That led to a 13-count indictment against Jason and Kristelle Fuller in April. The father was accused of administering “corporal punishment” and physically restraining children in a “cruel manner or for a prolonged period” that “created a substantial risk of serious physical harm.” He also “tortured and cruelly abused” the kids. Kristelle Fuller also faced charges of permitting child abuse, child endangerment and witness intimidation but those were dropped as part of her plea agreement.

Columbus CBS affiliate WBNS reported Jason Fuller beat the kids with a belt, physically restrained the children and forced them into extreme exercises which caused one of the kids to lose consciousness. Neighbors noticed something was amiss.

“She would have them out here running, P.E. because she homeschooled them and there were times the little ones were out here with no shoes on and it was sad,” neighbor Ellie Eldredge told the outlet. “My first year here I made them scarves because they were outside in the winter with no coats and, as a mom, it was just sad and they were always asking for food, it was sad.”

The kids also were known to complete work normally reserved for adults. But the extreme abuse was “well hidden” from view, according to a neighbor.

“Now the kids did a lot of work. They were telling me when they ripped the drywall out of the basement the kids did it, and they wanted to use everybody’s trash cans for it. Now the kids said they also took turns being in charge of the meals and they did all the cooking and all the cleaning and I thought, that is a lot more than my kids did,” neighbor Anita Shively said in an interview with the TV station.

Mikaela Green (Jacksonville Sheriff’s Office).

A Florida woman is behind bars after authorities say she neglected a girl with cerebral palsy before leaving her at a hospital and never returning or answering desperate calls from doctors.

According to a probable cause affidavit from investigators with the Jacksonville Sheriff’s Office, the investigation began when the caregiver, 37-year-old Mikaela Jazmine Green, brought the girl to Wolfson Children’s Hospital on June 23. Green told doctors the girl, who not only has cerebral palsy but also suffers from a brain injury, a seizure disorder, is dependent on a feeding tube and wheelchair, had been vomiting for over a week and had a fever, the affidavit said.

More from Law&Crime: Starved 2-month-old looked like ‘Holocaust survivor’ after being taken away from neglectful mother: Cops

Green left the hospital after staff admitted the girl and allegedly never came back. She failed to answer phone calls from the hospital, the Department of Children and Families and cops, according to the affidavit. She had a feeding machine for the girl and never bothered to take it to the hospital, cops noted.

Doctors determined the girl was in the 2nd percentile for weight, length and body mass index, the affidavit said. The girl, who is nonverbal, also had sores throughout her body including on her elbows, hips and upper back, per doctors. Investigators researched the child’s medical history and determined she had not seen a pediatrician since February 2023, a neurologist since April 2023 and a nutritionist since September 2023. Experts said given the girl’s condition, she should be seen by a doctor every three months or so. They also determined the girl had lost about 20 pounds in the last nine months, the affidavit said.

Detectives also learned that the child’s wheelchair had been broken for at least a year and Green never obtained a new one, according to cops.

“By the suspect’s lack of easily corrected discrepancies in being a caregiver, it is reasonable to believe [the girl] would be in improved physical state had she seen a medical doctor when scheduled to do so,” detectives wrote.

Investigators obtained an arrest warrant for child neglect with great bodily harm and child abuse for Green and went to a home in the 1000 block of Brandywine Street in Jacksonville on Nov. 30 to take her into custody. When they arrived, the homeowner allegedly said “I haven’t seen Mikaela Green in approximately three days.” But Green was actually in the back bedroom, cops said. It took some coaxing, but Green eventually walked out and deputies arrested her.

Green had a post-Miranda interview with detectives, but that portion of the affidavit is redacted. The report also does not detail the exact relationship between Green and the girl other than calling her the primary caregiver. The girl’s age also is not included in the affidavit but local CW affiliate WJXT reports the girl is under the age of 13. She is still receiving treatment, the TV station reported.

Green remains in jail on a $150,006 bond. Her next court date is scheduled for Dec. 26.

A couple in California is accused of abusing, torturing and murdering their adopted son, with the 10-year-old being rushed to a hospital “in medical distress” before dying several hours later, according to cops.

Alejandra Marin, 51, and Juan Sanchez Moreno, 59, have been arrested on felony murder and torture charges, including one count of willfully causing or permitting harm to a child, according to the Riverside County Sheriff’s Office. The couple was booked on Friday, Nov. 22, following an investigation by the department’s Central Homicide Unit and Special Victims Unit.

On Nov. 21, deputies responded to a call of a 10-year-old boy “in medical distress” at a home in the 13000 block of Malibu Court, Moreno Valley, per an RCSO press release. Authorities found the child and rushed him to a local hospital, where he was stabilized.

“Several hours later, the juvenile’s health declined, and he was pronounced deceased at the hospital,” the sheriff’s office said. “Based on the circumstances, the Riverside Sheriff’s Central Homicide Unit was requested to respond and assumed the investigation.”

The circumstances, according to cops, included visible signs of neglect and abuse documented by SVU and the sheriff office’s Central Homicide Unit. It’s unclear how the couple tortured the boy.

“Through the joint investigation … the juvenile’s adopted parents, identified as 51-year-old Alejandra Marin and 59-year-old Juan Sanchez Moreno … were arrested for murder, torture, and child abuse,” the sheriff’s office said.

The couple was being held at the Robert Presley Detention Center in Riverside on Sunday without bail, according to jail records. Marin is scheduled to appear in court on Tuesday, while Moreno’s case records have not been made public yet.
