<p>President Donald Trump is directing federal agencies to seek a money bond when plaintiffs file federal lawsuits against the administration that seek temporary restraining orders or preliminary injunctions.</p>
<p>“In recent weeks,” Trump said in a <a href="https://www.whitehouse.gov/presidential-actions/2025/03/ensuring-the-enforcement-of-federal-rule-of-civil-procedure-65c">March 11 memo</a>, “activist organizations fueled by hundreds of millions of dollars in donations and sometimes even government grants have obtained sweeping injunctions” that meddle in executive policymaking.</p>
<p>“This anti-democratic takeover is orchestrated by forum-shopping organizations that repeatedly bring meritless suits, used for fundraising and political grandstanding, without any repercussions when they fail,” the memo said.</p>
<p>To deter frivolous litigation, Trump said, parties seeking injunctions against the federal government should be required under Rule 65(c) of the Federal Rules of Civil Procedure to post security that would cover potential costs and damages from a wrongly issued injunction.</p>
<p>A <a href="https://www.whitehouse.gov/fact-sheets/2025/03/fact-sheet-president-donald-j-trump-ensures-the-enforcement-of-federal-rule-of-civil-procedure-65c">White House fact sheet</a> said injunctions “can cost taxpayers millions or even billions of dollars, especially when they mandate continued funding.”</p>
<p>Several judges have denied bond requests, including U.S. District Judge Adam B. Abelson of the District of Maryland, according to <a href="https://news.bgov.com/us-law-week/trump-orders-doj-to-demand-money-bonds-from-challengers-in-court">Bloomberg Law</a> and <a href="https://lawandcrime.com/high-profile/must-cover-the-costs-trump-directs-doj-to-enforce-a-rule-of-civil-procedure-and-seek-security-bonds-from-activist-groups-that-win-injunctions-against-the-government">Law &amp; Crime</a>.</p>
<p>Courts have frequently waived bond requirements “where a fundamental constitutional right is at stake,” <a href="https://assets.bwbx.io/documents/users/iqjWHBFdfxIU/rYgJFjq0JiGg/v0">Abelson wrote</a>.</p>
<p>U.S. District Judge Loren L. AliKhan of the District of Columbia also denied bond in a challenge to a Trump administration funding freeze, according to Bloomberg Law, <a href="https://www.reuters.com/legal/trump-directs-government-ask-bond-lawsuits-challenging-policies-2025-03-07">Reuters</a> and Law &amp; Crime.</p>
<p>“In a case where the government is alleged to have unlawfully withheld trillions of dollars of previously committed funds to countless recipients, it would defy logic—and contravene the very basis of this opinion—to hold plaintiffs hostage for the resulting harm,” <a href="https://www.democracydocket.com/wp-content/uploads/2025/02/512025-02-25-Opinion-on-motion-for-preliminary-injunction.pdf">AliKhan said</a> in granting a preliminary injunction to the plaintiffs.</p>
<p>U.S. District Judge Brendan A. Hurson of the District of Maryland also refused to require a bond in a challenge to anti-LGBTQ executive orders, <a href="https://www.law.com/nationallawjournal/2025/03/12/trump-memo-demands-plaintiffs-pay-court-bond-when-judges-grant-injunctions">Law.com</a> reports.</p>

Saubel started her internship in 2023 while going to college and raising a family.</p>
<p>“Working with Rose has been one of the first times in my life and in my career that I’ve been able to work with another Native American woman,” said Sykes, of the Central District of California. “She has been an amazing intern, and an amazing colleague, an amazing sister and friend.”</p>
<p>“I started to change my mindset on what is possible,” said Saubel, a member of the Torres Martinez Desert Cahuilla Indian tribe. She added that Sykes, as the first Native American woman to serve as a federal judge in California, “gives not only me, but my family and my daughter, a chance to see how far we can really go.”</p>

<p>Donald Trump will avoid seeing his assets seized after he was able to secure <a href="https://www.documentcloud.org/documents/24528753-donald-trump-175-million-bond-new-york-civil-fraud-knight-insurance" target="_blank" rel="noopener">a bond of $175 million</a> in his civil fraud case in <a href="https://lawandcrime.com/?s=new+york" target="_blank" rel="noopener">New York</a>.</p>
<p>The lifeline comes as Trump was <a href="https://lawandcrime.com/high-profile/court-offers-trump-reprieve-on-464-million-civil-fraud-fine-but-he-must-secure-175m-first/" target="_blank" rel="noopener">on notice</a>, as Law&amp;Crime previously reported, to shore up the funding or face the entire <a href="https://lawandcrime.com/high-profile/the-assets-would-be-forever-gone-trump-and-his-attorneys-rage-over-completely-illogical-suggestions-by-ny-ags-office-on-how-to-satisfy-464-million-civil-fraud-judgment/" target="_blank" rel="noopener">$454 million judgment ordered against him</a>. New York Attorney General Letitia James had also warned the former president in February that if he was unable to secure a bond on the fine, she would start <a href="https://lawandcrime.com/high-profile/we-will-ask-the-judge-to-seize-his-assets-ny-ag-says-if-trump-cant-pay-354m-fraud-fine-his-buildings-are-up-for-grabs/" target="_blank" rel="noopener">seizing his assets</a>, including buildings like 40 Wall Street in Manhattan.</p>

<p>The bond is backed by Knight Specialty Insurance Company of California and in a statement to <a href="https://abcnews.go.com/US/trump-secures-175-million-bond-new-york-civil/story?id=108715465" target="_blank" rel="noopener">ABC</a> on Monday evening, the chairman of the company which owns Knight Specialty Insurance — Don Hankey of the Hankey Group — expressed his emphatic support for Trump, saying he was “happy to be able to accommodate the ex-president in this situation.”</p>
<p>Hanky said he was “a supporter also” who had been prepared to back Trump on the full judgment New York Justice Arthur Engoron ordered in February. Notably, at the end of Trump’s trial in New York, the judge remarked that the frauds carried out by the former president and his cohorts at the Trump Organization <a href="https://lawandcrime.com/high-profile/the-frauds-found-here-leap-off-the-page-and-shock-the-conscience-trump-owes-364-million-for-lying-about-business-valuations-will-be-temporarily-barred-from-doing-business-in-empire-state/" target="_blank" rel="noopener">“leap off the page and shock the conscience.”</a></p>
<p>The CEO described the sum as an attainable “low number” and remarked that the former president put up the bond in cash but he was unclear on whether Trump used bonds as collateral for the final amount. Hankey did not immediately return request for comment to Law&amp;Crime Tuesday.</p>

<p>A suspended criminal court judge has been booked into a Memphis, Tennessee, jail after she tested positive for cocaine while awaiting a trial on charges of coercing a witness and harassment.</p>
<p>Judge Roy Morgan of Tennessee revoked bond for Judge A. Melissa Boyd of Shelby County, Tennessee, on Wednesday, report the <a href="https://apnews.com/article/memphis-judge-boyd-indictment-jail-cocaine-8f257eb0deb8d3c34d8fbf8c8a6727c0">Associated Press</a> and the <a href="https://www.commercialappeal.com/story/news/local/2024/03/27/bond-revoked-judge-melissa-boyd/73118863007">Commercial Appeal</a>.</p>
<p>Besides facing criminal charges, Boyd has received two public reprimands since she became a judge in September 2022. She was criminally charged in December with harassment and trying to coerce or influence her former campaign manager to testify falsely, or to withhold truthful testimony, in an official proceeding. The trial is scheduled for April 24.</p>
<p>A lawyer for Boyd, Arthur Horne III, told Morgan on Wednesday that his client was “in a full relapse,” and that was the reason that she had not responded to an offer of a plea deal, according to the Commercial Appeal. She was released from a rehabilitation facility in late February.</p>
<p>Boyd was reprimanded in early May 2023 for a social media post in which the judge solicited charitable contributions while picturing herself in a judicial robe, according to the <a href="https://www.tncourts.gov/sites/default/files/docs/Boyd%2C%20Melissa%20-%20Recommendation%20of%20Removal%20January%2025%2C%202024.pdf">Tennessee Board of Judicial Conduct</a>.</p>
<p>During that investigation, the board received affidavits from Boyd’s former campaign manager, a woman who had a close personal relationship with Boyd, who said she discovered what appeared to be cocaine in Boyd’s home and told her to get help.</p>
<p>The woman also said she woke up one morning and saw Boyd sitting in a car outside her house and taking pictures. Boyd allegedly accused the campaign manager of having a “whore” inside her home and appeared to be intoxicated. Boyd also allegedly texted the woman a picture of her prior marriage license and information about her divorce.</p>
<p>The former campaign manager told the conduct board that Boyd had asked her to withdraw her complaint.</p>
<p>The former campaign manager also recorded a conversation in which Boyd admitted that she occasionally used cocaine, the judicial conduct board said. As a result of illegal drug use, Boyd received a negotiated suspension on May 22, 2023. It was released as a public reprimand Oct. 31, 2023, because Boyd did not follow through with a promise to quickly address her substance abuse problems.</p>
<p>Boyd has been receiving full pay since her suspension in May 2023, according to the judicial conduct board, which is recommending Boyd’s removal. The Tennessee General Assembly has scheduled a vote on the recommendation for April 4.</p>
<p>Boyd has been receiving about $17,000 per month during her suspension, according to the Commercial Appeal.</p>
